Plot: The infiltration team made up of Wet Suit, Muskrat, Helix, and Multo set up their surveillance of Cobra Island. In Springfield, the Ninja Team go undercover to figure out what Destro is up to. At Revanche, Dr. Mindbender is given an "upgrade" and has developed hand-to-hand skills. The Cobra Island team witness the cruise ship guests are now sleeper agents for Revanche and both they and the Ninja team check in with Duke at the pit. Meanwhile, in Scotland, Destro reveals that he added pain inducers while removing bullets from Cobra Commander and will use that to negotiate a good deal.
Writing: Like we see a lot, Hama is putting all of his pieces into place for a few issues before getting to the action. One thing I've enjoyed is that Hama does like to put the occasional military lingo in there to help keep it more grounded. One downside to this arc is many of these same Joe characters were just active in the last arc. It would be nice to see some different Joes used as well.
Art: Pelletier has been a fine addition to the team, he has a nice, grounded, style that works well for G.I. Joe. The colors are mostly good as well. However, the Dr. Mindbender section does do a lot of splashing of blues, purples, and pinks over the panels which takes away a bit from the art. I'm also not a huge fan of the Doctor's new look.
Overall: Another decent set-up story, it's nice seeing the pieces getting into place and why the Joes are good for more than just fighting. For those more interested in the action component of the series, this one is a bit lacking. While the art is good, there are some sections where the coloring is a bit off and not everyone is going to enjoy Mindbender's new look.
